The growing importance
of services in the global economy explains that Trade in Services
has become one of the main chapters in bilateral as well as in pluri or multilateral trade
negotiation agendas. This seminar presents a detailed explanation of the significance
of services in world trade, the modes of negotiation in services and practical exercises
on how to build a list of offers - commitments or non-conforming measures, according to
the negotiation approach -, and a simulated negotiation of services in a trade agreement
using the role playing methodology.

Market Access negotiation is the core of bilateral or plurilateral free trade agreements,
including tariff liberalization and non tariff barriers elimination, as well as other
trade related disciplines, e.g. origin rules, customs procedures and safeguards clauses.
This workshop presents a detailed analysis of these issues and an exercise of a simulated
negotiation based upon the role playing methodology.

INTERNATIONAL TRADE
NEGOTIATIONS TRAINING PROGRAMS
As core of its
Trade Capacity Building activities towards strengthening developing countries trade policy formulation
processes, INTEGRAL has developed a training methodology specially oriented to the trade negotiators training.
Since 2000, the Center of Studies has given more than twenty trade negotiations skills courses and designed
eight original case studies for simulation exercises.
The first Trade Negotiations Skills Course was given on January 29th to February 9th in Miami, Florida.
Jointly organized with the Summit of the Americas Center of the Florida International University,
this first course gathered governmental officials and private sector and non governmental organizations
representatives from the Hemisphere, and turned out as a two weeks intensive training rewarding experience.
In this activity twenty seven participants from nine countries - Argentina, Brazil, Costa Rica, Dominican Republic,
Ecuador, Guatemala, Panama, Paraguay and Uruguay, took part and the program - lectured in Spanish,
included information and analysis on the theoretical and empirical aspects of the integration
process in the region, and particularly in the hemisphere (Free Trade Area of the Americas), and concluded with a
role playing exercise on the case study "Harmonization of a Technical Barrier in the South Common Market
integration process".

CONFERENCE: "THEORY AND PRACTICE OF NEGOTIATION IN THE XXI CENTURY" - DIPLOMATIC AND CONSULAR SCHOOL "DR. EDUARDO LATORRE RODRÍGUEZ", SANTO DOMINGO, DOMINICAN REPUBLIC
The President of the Center of Studies on Economic Integration and International Trade, Dr. Rodolfo Rúa Boiero, was the keynote speaker at the closure lecture of the Diplomatic Capacitation Course of the Diplomatic and Consular School "Dr. Eduardo Latorre Rodríguez" of the Dominican Republic Foreign Affairs Ministry. The Capacitation Course: "Theory and Practice of the Negotiation in the XXI Century", held on February 06, 2009 was the main subject of the lecture. Preceded by a presentation in which the Diplomatic and Consular School Director, Ambassador Reynaldo Espinal, gave a brief profile of the Center of Studies trade capacity building activities developed throughout the hemisphere, over 40 officials of the Dominican Republic diplomatic corps attended and contributed with their participation in an interesting opinions interchange over the issues presented.

REGIONAL TRADE ARRANGEMENTS: A PRACTITIONER’S ROADMAP
The Seminar REGIONAL TRADE ARRANGEMENTS: A PRACTITIONER’S ROADMAP was organized by the American Bar
Association - Section of International Law and Practice: International Trade Committee and Mexican Law Committee -
in Chicago, in November 13th, 2000. The
Chicago Bar Association, the United States-Mexico Chamber of Commerce,
the John Marshall Law School
and the Center of Studies on Economic Integration and International Trade from Argentina
also sponsored it.
The program focused on the proliferation of regional trade agreements, particularly within the
Western Hemisphere and between countries in the Western Hemisphere and countries in other regions.
Participants had the opportunity to attend presentations by Peter F. Allgeier, Associate U.S. Trade
Representative for Western Hemisphere; Rodolfo Rúa Boiero, President of the Center of Studies on
Economic Integration and International Trade from Argentina; Angel Leaman, Trade Commissioner of Mexico
in Chicago; Carol Fuchs, Director of Customs of Motorola, Inc.; Mildred Cardona, Corporate Attorney
of Caterpillar, Inc.; and Jerry Cook, Vice President International Trade of Sara Lee Branded Apparel.
Professors Mark Wojcik and Peter J. McGovern, both from The John Marshall Law School were the panel’s
moderators. Important issues were discussed, mainly about economic and legal challenges
and opportunities that regional arrangements present to companies and individuals seeking to do
business in the region.

FTAA - VIII AMERICAS BUSINESS FORUM
The VIII Americas Business Forum took place in Miami, November 17-19, 2003, together with the FTAA Trade Ministerial
Meeting. The Organizing Committee of the VIII ABF designed the Center of Studies, together with the Summit of the
Americas Center, to conduct the Technical Committee, charged of the organization, conduction and realization of
the eleven Workshops in which business organizations representatives from the Hemisphere discussed during three
days the FTAA negotiating issues from the private sector point of view, and reached a consensus document with recommendations that were submitted to the Trade Ministers in a special session of the event.
